Ravitch Embraces TURN Agenda, Openly This Time

The Union Reform Network (TURN) was once established as a three way partnership amongst Eli Broad, Bill Gates, and the management of NEA and AFT.  TURN was once created with hundreds of thousands of bucks from Gates and Broad, and the brand new “reform network” they created aimed to co-opt and use the lecturers’ unions as crucial levers to advance company schooling reform agendas and the company political time table of dismantling the hard earned rights and advantages of lecturers.

Those targets have no longer modified over the last 20 years, even supposing the rhetoric has been fine-tuned to enchantment to unsuspecting lecturers enticed through words like “teacher-led visions.”

Earlier this month, TURN issued its maximum specific model but of its long-standing targets, this time with goals incorporated, at the side of one of the most methods that TURN intends to make use of.  Within a couple of days of TURN’s e-newsletter of its new file, Diane Ravitch posted her fortify of the TURN time table, as spelled out in the most recent proclamation, Our TURN: Revitalizing Public Education . . .:

It is a superb record. It refutes the average chorus from company
reformers that there’s no choice to their cramped and poisonous
apply of high-stakes trying out and college selection. It is a public faculty
reaction to the Betsy DeVos’ trust within the unfastened marketplace of constitution
colleges and vouchers for spiritual colleges.

This is a worthy presentation of a well-resourced public faculty formulation,
staffed through skilled lecturers whose collective voices are represented
within the policymaking procedure, and whose voices raise extra weight than
the ones of the politicians who write unreasonable and unimaginable mandates.

Along together with her sparkling review, Ravitch posted a maximum saccharine “Rationale” from the TURN file, at the side of much more syrupy “Vision” from Our TURN . . .

Here’s the “Vision:”

As lecturers and instructor unionists, we consider that educating and
studying will also be reworked if we include a brand new imaginative and prescient of schooling that
rests on 4 pillars, every of which bears equivalent weight:

1. If we would like colleges to arrange pupil to be occupation and school
able, considerate voters, and reflective human beings, then colleges
will have to be secure, learner-centered and well-resourced to serve the desires
of every particular person pupil.

2. If lecturers are crucial in-school determinant of
pupil studying, then educating should be identified as a real occupation.

three. If America must faucet into the abilities of all scholars,
regardless of their background, then tutorial excellence should be
inclusive and schooling redesign should be accompanied through adjustments in different
sides of scholars’ lives.

four. If all schooling coverage should in the end be about bettering
alternatives for college kids to be told, then collective bargaining (and
different varieties of collaborative decision-making) between lecturers and
control will have to all the time goal to advance pupil studying.

The Teacher Union Reform Network (TURN), a coalition of
lecturers and instructor union leaders from AFT and NEA union locals, was once
based 20 years in the past “to advertise revolutionary reforms in schooling and in
instructor unions.” To all who’re engaged within the debate concerning the long term
of public schooling – whether or not practitioners or policymakers — this
file lays out exactly what we aspire to.

We start with our concept of what schooling, colleges and study rooms may just
and will have to seem like, then flip to the insurance policies had to result in
that imaginative and prescient.

What’s to not love, proper?  Sounds like one thing we will all get in mattress on board with.

What Ravitch does no longer put up and even point out are the “Policy and Practice” goals that TURN supplies within the file, all of which replicate long-standing priorities of company reformers:

1) linking collective bargaining to duty trying out beneficial properties,

2) weakening seniority rights (specifically associated with administrative transfers),

three) getting rid of of instructor wage schedules in choose of advantage pay schemes, and

four) dismantling system-wide collective bargaining agreements for the types of school-based personal tastes that made Green Dot’s opposed takeover of Locke High School imaginable.

These are the insurance policies, then, that TURN will proceed to pursue, now with the added fortify from Diane Ravitch’s NPE:

We again “quality bargaining” that places pupil studying on the
heart of collective bargaining (and different collaborative) agreements and
calls for that every one proposals be buttressed through proof of the way they give a contribution to
the development of pupil studying.

We fortify the perfect requirements for
lecturers and reject the allegation that due procedure rights supply a life-time
task ensure. Accordingly, we fortify the well-liked adoption of peer
help and assessment procedures that fortify suffering lecturers and in some cases
take away lecturers from the occupation.

We name for the potential for versatile,
site-specific negotiated agreements, the place a greatmajority of lecturers in a
faculty can override the corresponding district-wide contract to permit for
tailoring phrases and prerequisites to enhance educating and studying.

We suggest editing attention of
seniority in class switch choices in instances the place honest teacher-led hiring
practices are installed position.

We name for editing the standard
unmarried wage agenda and as a substitute adopting varyentiated pay that acknowledges
that educating is huge in its scope of duties. . . .

We recommend significant session with
folks and group contributors as a part of the method of collective bargaining
(or different agreements) with control.

Oh sure, and in case you are questioning if TURN has forgotten the most recent company tech fixation on de-personalized studying and the removal of brick and mortar colleges, TURN has no longer forgotten.  Here’s the way in which TURN couches the brand new “competency-based” screen-based studying as “learner-centered schools:”

In learner-centered colleges, scholars are hardly ever
lectured to. Instead, studying is collaborative,
and scholars do many of the paintings themselves.
The paradigm of scholars who take a seat nonetheless and
soak up subject matter is changed through well-crafted,
lively studying alternatives that advertise
cooperation, research, and synthesis.

And in learner-centered colleges, studying is
hooked up to the true international. Lessons frequently
happen in actual lifestyles settings, no longer simply in
study rooms.

In the previous, Diane Ravitch struggled to downplay her connections to TURN
through attacking and disparaging motives of someone who spotted as a lot.  In 2013,
for example, when attorney and whistle blower, Kathleen Carroll, pointed to Ravitch’s speech at one in every of
TURN’s conferences (and some other speech to psychologists funded through Pearson), Ravitch lashed out, as did Diane’s venomous protege,
Mercedes Schneider.

Now reasonably unexpectedly, Diane Ravitch has overtly counseled TURN’s newest commentary of its time table.
And she has finished so with the in most cases misleading and dissembling tactics that Ravitch perfected throughout her a few years as a devoted lieutenant to Chester Finn and Lamar Alexander.
